DM takes note of carrying gun inside Govt. offices, issues order

ITANAGAR, Sept 12: Though late, deputy commissioner capital complex has taken serious note of the report of individuals  visiting government offices reportedly carrying fire arms openly inside the officer’s chamber. An order issued in this regard by DC read, “License arms are not necessary to be carried for visiting government offices and such open display of weapon by License holders amount to gross violation of condition of License for possessing of such weapons.    And whereas, it is apprehended that  unrestricted  carrying of weapon  in public place, open display in public/Govt. offices and thereby making deliberate attempt to influence  any act under fear  or favour  in the public place is a criminal offence and likely to create breach of peace in public places.” The notice further read, “All the License holders including those who are carrying weapons within Itanagar Capital Complex against the licenses issued  from other District / State if any  shall produce their weapon for the purpose of  verification to the nearest Police Station in Banderdewa/Nirjuli/Itanagar/Naharlagun within One month, failing which weapons shall be treated  as illegal within the meaning of relevant provisions of Arms Act and Licenses  shall be recommended for cancellation and weapon confiscated  forthwith without further notice.”

Cases of citizen barging into government offices carrying arms is being reported from various govt. departments of the capital complex. The individuals brings gun inside the offices in order to intimidate the officials. Most of the case goes unreported as government officials out of fear don’t report the matter to the police. However such incident has increased in recent days making it extremely uncomfortable for the government officers to carry out their routine work.

This daily spoke to few government officials who shared their ordeal on condition of anonymity. “Few months ago, some youths claiming to be the member of a ‘group’ came to my office to seek supply order. I told them that at present there is no such work available and that they may come back in future to pursue the matter. At that moment one of the visiting members took out his revolver and placed it on the table. He started threatening me of dire consequence,” shared a senior official. He further added, “What is most scary is that the boy does not seem to have any fear for law and was boasting that no one can harm him in Arunachal. Somehow we solved the matter.”

Home Minister Tanga Byaling recently urged the citizens to inform police if they receive any kind of extortion calls or witness criminal activities. But sadly it is noticed that police also fails to take prompt action in such situation. “Unfortunately sometimes when such matter is reported to the police, instead of initiating action, they urge us to solve the issues mutually outside the purview of law. Such act not only demoralizes the victim but also encourages the criminals to carry on with their unlawful activities,” said another official.

 

 

Gyati Onya first Grade-I national badminton umpire from state

ITANAGAR, Sept 12: Gyati Onya became the first Grade-I national badminton umpire from the state after she qualified the National Umpire Examination- 2014 conducted by Badminton Association of India (BAI) from 1 to 7 September, 2014 at Rohtak, Haryana, coinciding with the 28th Sub Junior National Badminton Championship-2014.  

Onya was among the 16 qualified candidates out of the 20, who appeared in the examination.

The state is now proud to have a national umpire like Onya which will encourage budding shuttlers of the state, said Arunachal State Badminton Association, in a release.  

ASBA will utilize her vast experiences for upliftment of the game in the state, said ASBA and congratulated her for the achievement.

Onya will oversee conduction of over 336 matches as the Chief Umpire in the ongoing 2nd Dorjee Khandu Memorial State Badminton Open Championship-2014 after becoming a national Umpire Grade I.

 

 

DK Memorial State Open Badminton Championship begins

Govt. to increase quota for sportspersons in Forest dept.

ITANAGAR, Sept 12:  The Second Dorjee Khandu Memorial State Open Badminton Championship kicked off with a glittering opening ceremony here today. It was a colourful show of song and dances as the more than half-an-hour opening ceremony started the proceedings at Raj Bhavan Badminton Stadium.

Addressing the opening ceremony, Chief Minister Nabam Tuki reiterated his government’s commitment for development of sports sector in the state by providing all the necessary infrastructure phase-wise. Highlighting the various sportsperson friendly programmes and policies of his government, Tuki asked the players to win the standing lucrative cash awards of Rs. One crore for winning medal in Olympic and Rs.25 lakh for getting selection in Olympics announced earlier by the state government.

Responding to a memorandum submitted by Arunachal State Badminton Association (ASBA) President and Member of Parliament (RS) Mukut Mithi, Tuki said that his government will keep provision this year to construct one more two-court national standard badminton hall in the Capital Complex to cater the needs of the players.

Tuki said that a notification regarding enhancement of job quota for meritorious sportspersons in Forest Department from the current 5% to 10% will be issued very soon. Tuki had announced the same in Banquet Hall in July, 2013 during Sports Day.

While fondly remembering former Chief Minister Late Dorjee Khandu and his love for sports, especially badminton, Tuki said, “Khandu was a keen lover of sports who always encouraged all irrespective of their age to play badminton. He hoped the championship organized by ASBA in loving memory of the former chief minister will go a long way in identifying badminton talents besides providing them with much needed platform to show their talents.

Earlier, the chief minister launched the website of Arunachal Badminton Association in the Raj Bhawan Badminton Stadium.

Speaking on the occasion, Tsering Tashi, MLA and son of late Khandu, advised the participating players to play the sport in true sportsman spirit and maintain discipline. Highlighting the importance of games and sports in one’s life, he said sports help us develop leadership quality, personality and stay physically and mentally fit.

Host of MLAs, Parliamentary Secretaries, heads of various sports associations, organizations attended the opening ceremony. Meanwhile, the sports fraternity of Arunachal Pradesh welcomed the chief minister Tuki’s assurance to enhance job quota for meritorious sportspersons in Forest Department.

“This is indeed a very welcome news for the sportspersons of Arunachal Pradesh,” said Arunachal Olympic Association (AOA) President Padi Richo. He hoped the Chief Minister will issue the much-awaited notification very soon.

Arunachal Karate Do Association, Arunachal Weightlifting Association, Arunachal Taekwondo Association and various other sports associations and organizations have also welcomed the announcement.

 

 

Avoid duplicity while selecting beneficiaries: CM

State Level Review Meeting on RD Programmes’

ITANAGAR, Sept 12: Emphasizing the importance of  Integrated Watershed Management Programme (IWMP) and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in creating livelihood avenues in rural areas, particularly for people below poverty line, Chief Minister Nabam Tuki urged the District Rural Development Agency (DRDA) officials to avoid duplicity while selecting beneficiaries as well implementing the schemes.

He was addressing in the inaugural function of the two-day ‘State Level Review Meeting on RD Programmes’ here at the State Institute of Rural Development.

He expressed concern over repeated complaints pouring in at his office regarding selection of beneficiaries and implementation of the schemes and suggested that such complaints need to be addressed at appropriate levels in the blocks and districts.

The Chief Minister said the field officers are better equipped technically to provide inputs and suggestions to the government in implementation of these all important schemes.

Tuki further called upon the officers to implement the schemes strictly as per the guidelines. He pointed that in today’s world of information technology every individual is aware of the guidelines and their rights as beneficiaries. The review meeting was also attended by Parliamentary Secretary for Rural Development Punji Mara, Parliamentary Secretary for Social Justice Empowerment and Tribal Affairs Karya Bagang, Secretary Rural Development T Taggu, RD Director Tarin Dakpe and others.

The two-day Meeting is slated to review MIS, DPR, component wise progress, State Matching Share, IWDP closure report, IWMP, MGNREGA and evaluation.

 

 

Taloh conducts surprise visit to schools

School closes at noon but register shows teachers’ departed at 3 pm

ITANAGAR, Sept 12: Education Minister Tapang Taloh today made a surprise visit to Govt. Upper Primary school, Borum only to find the school closed. The Minister arrived at the school campus around 12.25 pm but found the school closed and not a single teacher or student could be seen at the campus whereas, it was the peak time for classes.

On enquiry, the headmaster in-charge of the school informed that there was social service after the third period of the day.

It was shocking to find that the teachers had put their signature in the attendance register showing the departure time as 3.00 pm, although they had left the school just after third period was over as  informed by the Headmaster in-charge of the school AK Rai.

It was also noticed that there are 13 teachers in the school out of which two teachers are on census duties while another teacher is attending a training programme.

The school is located on the road side between Naharlagun and Yupia but the performance of school seems to be not satisfactory because of the irregularity of teachers. This is the second time that the teaching staff posted in the said school has shown irregularity.  In the earlier occasion also the same irregularity was found when Bamang Felix, Parliamentary Secretary (Education, IPR) paid a surprise visit to this institution.

The Minister was disappointed to see the state of affairs of teachers and admonished the Headmaster in-charge and the teachers present. The attendance register of the teaching staff was seized by him. The teachers were informed of serious action to be shortly initiated against those who are showing lackadaisical attitude towards their duties at the cost of the future of the students.

The matter was also brought to the notice of the Deputy Commissioners of Papum Pare and the Capital complex. They were asked to conduct frequent surprise visits or deploy other administrative officers to the schools for the purpose. He also directed to constitute a three member Committee to enquire into the absence of the teachers of the said school and putting  signature before their actual time of departure.

The Minister was deeply concerned about such act of the teacher and wondered how they would be able to mould and guide the future of the nation when they themselves are resorting to such demeaning and unpardonable act.

Taloh also directed the DCs and DDSEs of all the districts to conduct similar surprise visits to the schools located in their jurisdiction and report back to him for further suitable action.

Earlier, Taloh today made surprise inspection of Govt. Higher Secondary School, Doimukh during morning hours.

Addressing the students and teachers at the school premises, the minister emphasized the need of maintaining discipline and punctuality in their classes. He also advised the students to be hardworking and studious to achieve goal of life. Later, he interacted with the teachers of the school and advised them to discharge their duties effectively and sincerely with a motto to shape the future of the students.

“Teachers are not ordinary people; they are the key players to build a nation strong,” the minister said while pointing out the importance of teachers and their noble profession. Taloh also inspected some of the class rooms.

The teachers and the students of the school apprised the Minister for posting of senior teacher of Economics subject as the economic senior teacher has retired on 31st July 2014. They also demanded for posting of subject teachers of Social Science & English and construction of Assembly shed, separate toilets for girls and renovation of the old school building which was constructed during 1950s.

The minister was accompanied by Moto Nyori, Jt.DSE, A. Jongkey, Dy Director, Higher & Technical Education, and T. Gao, DDEE in his surprise visit.

 

 

Empower PRI for effective implementation of CSP: BJP unit

ITANAGAR, Sept 12:  Bharatiya Janata Party district unit of Dibang Valley today urged the chief secretary to include PRI leaders in implementing the Centrally Sponsored Programe(CSP)  for effective and judicious results.

In a representation submitted to CS, the BJP district unit claimed that though centre has introduced BADP for infrastructural developments of the border districts in Arunachal, Dibang Valley district is yet to see the judicious implementation of central scheme.   It further opined that coordination meeting is required before implementing any centrally sponsored programe in the district. It also stated that for successful conduction of such schemes, verification of completion of the project is essential to check fraudulent withdrawal of sanctioned amount.

 

 

No compensation for unauthorized structures’

ITANAGAR, Sept 12: Lower Subansiri District Deputy Commissioner today informed that no compensation is payable for unauthorized/encroached structures constructed after notice for land acquisition is published by the DC, according to  MoRT&H, GoI vide his letter to DC, Ziro Dtd February 17.

The DC further said the survey conducted in 2009 was prior to the notification of land acquisition by the government and for the purpose of feasibility study of the road project and to examine other basic parameters of the proposed Trans-Arunachal highway.

He was responding to the memorandum submitted by All Lower Subansiri Trans-Arunachal Highways Land Affected People’s Forum (ALSTAHLAPF)  which had urged him to pay compensation as per the recently conducted ground level assessment by a team constituted by the district administration. The memorandum further said "Payment of compensation must be made without distinction on the basis of old (before 2009) and new (after 2009) against the existing structures.”

 The Govt had also issued notification dated  February 17 for land acquisition for the Trans Arunachal Highway (TAH) in Lower Subansiri District from Bopi to Godak and the actual physical survey after due public notice had been conducted subsequently till August, 2014, the DC clarified  and  put to  rest all apprehensions regarding pre 2009 structures  and  post 2009 structures.

Regarding submission of compensation claims to the government by the district administration, it is clarified that lot of paper work needs to be completed by using computer software to avoid subsequent legal issues. This process is very cumbersome and since the stretch of highway is one of the longest highway stretches in the whole of Arunachal Pradesh (150 km approx.) it will take a couple of months more. Actual acquisition of land shall be done only after paying reasonable compensation for the required land under Section 10 of the Jhum Land Regulation, 1947, the DC added.

 

 

Govt. requested for posting of doctors: Tayeng

ROING, Sept 12:  Parliamentary Secretary for WRD, Gum Tayeng today informed the Parbuk villagers that the state Govt had already been approached for posting of adequate doctors to Community health centre, Parbuk.

Earlier, during her visit at CHC Parbuk, the villagers apprised her about the lack of allopathic doctor and shortage of medical staffs in the hospital as the CHC is functioning with only one homeopathic doctor. However, the public are temporarily relaxed with the arrangement of the district administration for MO PHC Bolung to attend three days a week at CHC Parbuk.   They also informed  the visiting team that though sufficient medical quarters are available in the hospital but due to non-staying of the staff and non- maintenance of the quarters, these quarters are deteriorating day by day and most of them are already in dilapidated conditions. The public has demanded for immediate posting of an allopathic doctor, a laboratory assistant and a Radiologist in the hospital.  The Parliamentary Secretary have also seen the dilapidated conditions of the hospital building which has developed leakage of the ceiling and cracked walls.  Tayeng was addressing a public meeting at the residence of Parbuk-Bolik ASM Joseph Pertin after she made a surprise visit to Community Health Centre and Govt. Secondary School, Parbuk and Middle School, Bolik village to see for herself about the functioning and conditions of the hospitals and schools. She also visited the Circle Office at Parbuk.

She further assured to take up the matter regarding shortage of teachers in schools with appropriate authority and also assured to look into the furnishing of teacher’s common room at GSS Parbuk. There are many things to do but the main constraint is the paucity of fund, she said and assured to take up the issues on priority basis.  

The Headmaster of the Secondary School Parbuk, Toni Pertin apprised her about the shortage of school teachers in Physics, Chemistry, Biology, English and Maths in the school.

He informed that due to shortage of teachers, the Class IX students are crowded with 92 students in single class room. He also requested for provision of Rs 80,000 for furnishing of the Teacher’s Common Room so that the teachers can keep their registers, books and students’ papers in proper way. It was informed that the school has comparatively done well in the CBSE Board examination over the last three years and 100 per cent passed result were secured in the last two years in CBSE Board Examination.

At Middle School Bolik, the Parliamentary Secretary was shown the broken window pans and ceiling.

During her visit to the Circle Office at Parbuk, the people has requested for separate posting of a Circle Officer in the newly created circle. DIPRO

 

 

Diibo Anchal Samiti conducts health camp

ZIRO, Sept 12: The 04-Diibo Anchal Samiti successfully organized one day Free Health Camp here today at Govt. ME School, TPD in which Hepatitis-B Screening test, Blood Group test & BP checking was done. 564 people mostly from Diibo belt attended the camp and got tested out of which 9 Hepatitis-B positive cases have been detected and 511 of them, mostly students got their blood group tested.

Diibo Anchal Chairperson (ACP) Mudang Kano while speaking on the occasion said that though Hepatitis-B disease is considered as one of the most dreaded diseases or as silent killer but most of the infected people do not know in initial stage.  So before it kills us, we have prevented it from doing any harm. And, as it is becoming important for everyone to know their own blood group for any emergency case, testing of blood group was made part of the campaign. It is also becoming mandatory for everyone to quote his/her blood group in driving license, school admission etc, ACP added.

Assuring to conduct similar camp in neighbouring villages, ACP Kano however appealed general public to cooperate with them and avail the opportunity.

In the camp, four technical staffs of district hospital Ziro conducted testing of blood group and BP checking while Hepatitis-B screening tests were done by experts deputed from a reputed company which was coordinated by the Neeti Society Ziro. All the Panchayat members of the village participated and monitored the camp.

At the concluding, ACP Kano thanked medical superintendent of district hospital Ziro for deputing technical staffs and other requirements and also Neeti Society for extending necessary support in conducting camp successfully.

 

 

SEWA conducts counseling cum felicitation prog

NAMSAI, Sept 12: The meeting of 5th Phase of Socio-Academic Counseling cum Felicitation program for students of Class IX & X of Secondary school Manmow and Manhofai under Namsai circle was jointly held at GSS Auditorium hall, Manmow here today.  

Chairing the programme as Chief Guest, Deputy Commissioner of Namsai,  R.K. Sharma appreciated the efforts of SEWA for conducting awareness on the prevailing harmful practices of the society and for organizing academic counseling for the students of various schools.

The DC further suggested them to make the socio-academic counseling more interactive with resource person based on the need of the students.

He advocated the teaching community to be sincere and punctual in their duties and show their responsibility towards shaping and nurturing the talents of the young minds. He urged upon them to refrain from taking any unwanted substances. He warned them of stringent punishment if found or reported for taking drugs and opium.  

Speaking on the occasion, Chau Tey Manlong, SEWA Secretary General advised the student community on the need of specific and purposeful vocational education.

He asked them to stay away and refrain from consuming any substances that can lead them to wrong path.

Chau Arina Manpoong, a Public Leader of the area spoke on the need to improve the quality of education in schools and appealed teaching community to be sincere and dedicated in their service.

Dr. C.M.Thamoung, President SEWA asked the student to set target to be a successful human being.  

Later, the DC presented certificate of appreciation to Head Master of Govt. Sec. School Manmow, Mito Riba for getting the National award 2012-13 for his outstanding contribution in the field of education in Namsai Sub-Division.

 

 

Pema bats for smart cities

New Delhi, Sept 12: Tourism Minister Pema Khandu today requested the Union Minister for UD M Venkaiah Naidu for setting up of at least “3 Smart Cities” in Arunachal Pradesh under Prime Minister’s visionary project of establishing 100 Smart Cities across the country.

While speaking at ‘Minister to Minister’ session of the National Conference of All UD Ministers and Secretaries of UD at Vigyan Bhavan, New Delhi, Pema expounded the need for special dispensation to Arunachal Pradesh in terms of population criteria as the density of population in Arunachal Pradesh was lowest in the country with just 17 persons per SqKm.  

“On one side, the Govt. of India runs nationwide programme on population criteria while on the other hand, the flagship programme are directly proportionate to higher number of population” said Pema while emphatically requesting the Union Minister for UD for not depriving Arunachal Pradesh of this futuristic scheme of the Govt. of India merely on the grounds of low population as the State has already suffered substantial loss on population criteria.

Pema requested the Union UD Minister to depute international level consultants for making project report for Smart Cities in Arunachal Pradesh.

Taking advantage of the conference, the state Tourism minister also  briefed the Union Minister on unfinished projects under JnNURM and requested for release of remaining fund before discontinuation of the Scheme by the Govt. of India.

The Union Minister for UD took note of the issues  raised by Pema and assured him to take it up with the Prime Minister at the earliest.

The Conference was convened by the Union UD Ministry to discuss in detail the draft Concept Note of establishment of 100 smart cities in the country which was chaired by M. Venkaiah Naidu.

Pema was accompanied in the conference by Secretary UD Kapa Kholie.

 

 

L.Subansiri DC visits Dollungmukh circle, calls for restraint in boundary area

ZIRO, Sept 12: Lower Subansiri Deputy Commissioner Krishna Mohan Uppu conducted two days visit to Dollungmukh circle on Sept 7 and 8.

During his visit, the DC inspected Dollungmukh-Assam boundary area, Dollungmukh-Tamin  road, Air Force Range. He was accompanied among others by range forest officer, circle officer, gaon burahs, public leaders, panchayat members and others during his visit.

Later, in a meeting held at NHPC office complex, Kolaptukar, Uppu requested the PRIs and public not to resort to any physical confrontation with neighbouring people of Assam  residing along the boundary and exercise restraint till the final solution of boundary issue. DC further informed that he has already taken up the matter with North Lakshimpur counterpart for amicable resolution of all contentious issues.

Regarding  public complaint on frequent absence of teachers, doctors  and  officials of line departments from the Circle headquarters, the DC revealed that an order will be issued to all remote circle headquarters stating that no employee of the line department shall leave the Circle headquarters without sanctioned leave and in case of emergency Dollungmukh CO must be informed.

Local leaders, panchayat members, Gaon Burahs,  teaching staff  of local educational institutions and representatives of various Government departments were present in the meeting.

Earlier, Dollungmukh Zila Parishad Member Bei Tassap briefed the DC about various problems faced by the people of Dollungmukh area.

While appreciating the NHPC for various development works undertaken in Dollungmukh circle under CSR-SR schemes, the local  leaders requested DC to take up the Subansiri Lower Project issue with the  state and central governments for restart of  construction of the project as delay in project construction is leading to  huge loss to revenues.  DIPRO

 

 

ACCI assured of visible action to improve law and order

ITANAGAR, Sept 12: Chief Minister Nabam Tuki and Home Minister Tanga Byaling today assured visible actions to improve the deteriorating law and order in the Capital Complex when a delegation of Arunachal Pradesh Chamber of Commerce & Industries (ACCI) called on the duo in the CM’s official bungalow this evening armed with a memorandum enlisting the grievances of the traders. After a patient, the duo expressed their deep shock at the tragic incident of murder of prominent trader K P Chacko and assured steps to be initiated soon to redress the grievances. Assuring that all the killers would be brought to book, the CM informed that discrete inquiry would be made as to why the police arrived late at Chacko’s residence, why the naka at Model village was lifted and investigation into all cases would be expedited.

The strength in all police stations is very less because of no recruitment during the last few years, the CM said, adding the police strength would be increased very soon.

While Byaling disclosed that the Capital Complex would be divided into three zones under the charge of a sub inspector, police personnel would be deployed in each sector, more police control room (PCR) vehicles would be procured and deployed with an SI as in-charge, all cases of extortions would be dealt with seriously and extortionists taken to task while the police helpline ‘100’ would remain functional round the clock and special branch personnel would be reshuffled forthwith.

Cannabis cultivation destroyed

ITANAGAR, Sept 12: Huge cannabis cultivation were destroyed in the hills near Chingi top, Brokpalinchin, Likphaphu, Ronthorjurpam and Ankaling of Kalaktang police station under West Kameng district from September 3 to 6 last.The cultivation covered 37 acres of land approx with its value at Rs 43, 12,500 as estimated by NCB officials.

This was a joint operation conducted at the initiative of SSB sector hq Tezpur with active participation of commandant 30th BN SSB Dirang, officials from Kalaktang district administration, NCB officials from Guwahati and local police. The people of the villages also cooperated in the destruction of the cannabis cultivation.

Report added that there are more cannabis cultivated fields near Boha and 700 chain.

 

APIC impose penalty

ITANAGAR, Sept 12: The Arunachal Pradesh State Information Commission (APIC) has imposed a penalty of Rs 25000 to the DDSE cum PIO Aalo, West Siang for deliberately defying the orders of the court of APIC on several occasion on case APIC-19/2014, dated 25/02/2014, filed by one Jumdak Doji seeking information on various activities undertaken under SSA schemes.

In another order, it also imposed penalty of another Rs 25000 to ADC i/c DC Koloriang Tamik Talom for defying order of its court on a case filed by one Bengia Yayang seeking information on Mel order and Mel Decision.

 

Govt  signs MoU with NABARD

ITANAGAR, Sept 12: The Govt of Arunachal Pradesh has signed MoU with NABARD Consultancy Services Private Ltd. (NABCONS) for field and physical monitoring of SPA projects for the year 2011-12 and 2012-13 at the Office of Planning Secretary here today.

A total of 279 SPA projects involving outlay of Rs 62464.70 lakh has been awarded to NABCONS for field and physical monitoring in the Western Zone of Arunachal Pradesh covering 6 districts from Tawang to Kurung Kumey.

Sonam Chombay, Planning Secretary, on behalf of the State Govt. and H.S.Singh, Senior Vice President, NABCONS Itanagar signed the MoU.

 

Kanubari bye-election date announced

ITANAAGR, Sept 12: Giving details of the election schedule, Chief Election Commissioner V S Sampath said along with Assembly elections in Maharashtra and Haryana, byelections will be conducted for five assembly seats in five states -Arunachal Pradesh, Manipur, Nagaland, Uttar Pradesh and Gujarat on October 15. Counting for all the seats will take place on October 19.

The Model Code of Conduct comes into effect immediately for all the seats going to polls, Sampath said.

Notification for polls will be issued on September 20 and last date for filing nomination is September 27 for all seats except Kandhamal for which the notification will be on September 19 and last date of nomination is September 26.

The applications will be scrutinised on September 29.

Kanubari seat in Longding district fell vacant after the demise of N. Tingkhatra who passed away in May this year. The elections of Arunachal legislative assembly was held in April last.

 

WSWWS visits Siyom Army-Public School

AALO, Sept 12: A team of West Siang Women Welfare Society (WSWWS), Aalo unit visited Siyom Army-Public School recently and interacted with the school Principal Hardip Guraya.

During interaction, Guraya assured the team to give free education to the poor children whose parents cannot afford education to their children. She also assured to extend all possible help regarding women upliftment and cleanliness drive in the district.  The Society team included its president Marbom Bagra and Secretary General Hoksum Ori. AASSATA appeals to expedite regularization process

ITANAGAR, Sept 12: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has appealed to the state government to intensify the regularization process.

In a release, it also urged for regular disbursement of the SSA teacher’s salary.

 

Rasho Yangda memorial to kick off

ITANAGAR, Sept 12:  The 7th Rasho Yangda Memorial Sports Meet cum Talent show will be kicking off from September 27, 2014.  The extravagant sport meet cum talent show is being conducted by East Kameng Middle Zone Students Union (EKMZSU) as a mark of respect to its late founder President Rasho Yangda who died on 7th June 1997.

The sport meet sets a platform for competition among middle and secondary level students of the schools which fall under middle zone jurisdiction comprising two Assembly Constituencies of 10th East and 11th West Seppa.  

It features competition of various sports disciplines such as football, volley and marathon race and also literary competition.

However EKMZSU president Rocky Blange informed that participant must be a bonafide student of middle zone and non-bonafide must be at least studying in the school which falls under middle zone jurisdiction.

 

Additional Secy calls on CM

ITANAGAR, Sept 12:  Union Cabinet Additional Secretary Anil Swarup called on state Chief Minister Nabam Tuki at his official bungalow here on Friday. They held threadbare discussion on various developmental issues.

On Tuki’s suggestion for timely release of fund for various central sponsored project and approval of all pending projects proposed by the state government, Swarup assured all possible help.

Principal Home Secretary Dharmendra Sharma and Commissioner to CM Tajom Taloh were also present.

 

INTUC delegation calls on Byaling

ITANAGAR, Sept 12:  A delegation of Indian National Trade Union Congress (INTUC) state unit, a frontier wing of the Congress party today called on Home Minister Tanga Byaling, who is also the INTUC in charge, this morning at his office chamber here.

Urging not to use the contribution of the INTUC only during the election time, the INTUC secretary general Kenkar Yomcha stressed that while the entire labor force have been putting their tireless effort for the development of the state, their grievances should be addressed on due time.

Stating that ministers are not made only to concentrate on their respective constituencies, Yomcha said, “They must think for the overall development of the state through their assigned ministries. The ruling Congress government should pay due attention to the INTUC to bring desired growth of the state through a meaningful contribution of the labour force.” He also pleaded the INTUC in charge to recognize the role and contribution of the frontal organization of the Congress.

Due to inflation in market, the casual/contingency workers are unable to meet the daily needs, Yomcha said while advocating for timely release of wages of the working class. Apart from the wages, allowances like TA/DA and bonus should be released on time, he added.  

Meanwhile, terming the INTUC as the backbone of the Congress party, Byaling assured to look into their demands at the earliest. All the ministers and the MLAs should give utmost attention to the grievances of the working class, the minister said while  assuring to look into the demand for permanent appointment of those casual/contingency staff who have been serving in the departments as wiremen, linemen, meter reader, computer operator etc for the last ten to fifteen years.

 

Blood donation camp to mark Brotherhood day

PASIGHAT, Sept 12: In order to instill a sense of social responsibility in youths about the need of donating blood, Ignited Youth Forum (IYF) of Vivekananda Kendra Arun Jyoti, Pasighat with the technical supports of Pasighat General Hospital organized a Blood Donation camp in the JNC lower campus auditorium yesterday on the occasion of Universal Brotherhood Day. The day which commemorates the birth anniversary of Swami Vivekananda was observed with great splendor and grandeur.

The blood grouping and donation camp was inaugurated by the East Siang DMO Dr. Dubom Bagra and renowned social worker Aini Taloh, Blood Bank Officer Dr. G Jongkey, President of IYF Henmar Ete and hundred of collegians were present on the occasion.

Dr. Bagra appreciating the youths said blood is universal fluid and never differentiate religion, caste or creed. Blood donors have steadily been increasing nationwide showing a sign of generosity and increasing awareness on the importance of giving the vital red fluid to save precious human lives. Blood donation is not hazardous and it proves to be a healthy habit that helps blood renewal. Recruiting and retaining young donors not only improves the long-term safety and sufficiency of blood supply, but also promotes safe and healthy lifestyles. Youths unable to donate for any reason could volunteer their service as advocates, Bagra said in his message.

BBO Dr. G Jongkey through power point presentation described the necessity and benefits of blood donation and stated it was the highest form of charity. Social worker Aini Taloh said such initiative could bind the society, regardless of class, race, colour or religion.

The donors were checked by the experts for any specific abnormalities before donating their blood. All together, 120 youths registered after being motivated to do so but only 28 units could be collected. DIPRO

 

Brotherhood Day celebrated

ITANAGAR, Sept 12: The Universal Brotherhood Day to mark the magnificent address of Swami Vivekananda in the World Parliament of Religions was celebrated at VKV Niausa in Longding district yesterday.

Attending the function, Longding Deputy Commissioner Tope Bam urged the teaching fraternity of the school to inculcate discipline in the students and to work with missionary zeal by following Swamiji's work and philosophy. He also praised the VKV organization for rendering yeomen service in this remote part of the state for the educational development. Bam also advised the students to pay sincere attention to their studies apart from other co-curricular activities for their bright future. Longding BEO Manhang Loham also spoke on the occasion.

 

Community and teachers training

ITANAGAR, Sept 12: One day community mobilization training was held on Sept 8 at BRC building comprising of PRIs, SMCs/NGOs and Headmasters.

DDSE East Kameng Kata Rangmo stressed on the goal to be achieved as facilitated by SSA scheme of the Govt.

The DDSE also visited government residential school and inspected the hostel at A-2/Jolly, private residential school St. Joseph in Moboso-I and NiveditaVihar under Seijosa block.

A 5 days in service teacher training was also organized from Sept 9th at GHSS Seijosa wherein 67 teachers from different and distant schools of Seijosa block participated.

Rangmo spoke on the need to control absenteeism and carelessness among teachers. He asked them to be disciplined and punctual towards their service or face ‘no work no pay’ policy as regulated by the Govt.

Meanwhile, the DDSE during a visit to the GHSS Seijosa & GSS Darlong directed the teachers to play their best role in exploiting the best qualities hidden in the students. He also directed to put a blanket ban on use of mobile phones by the teachers & students in the school premises.

Addressing the PRIs & SMCs, he emphasized on serving the mid-day meal as per the guidelines issued by DC Seppa.

 

Upper Subansiri monitoring committee meeting held

DAPORIJO, Sept 12: A paradigm shift in our approach towards our work and thought process while preparing and implementing centrally sponsored schemes in the district is required for accelerated development. This was said by Upper Subansiri Deputy Commissioner while addressing the District Level Monitoring Committee (DLMC) meeting held here today.

The DC, who is also the chairman of DLMC said that monitoring is being done continuously right from the start of the project for proper implementation of the project and to avoid gap between the physical and financial achievement of a project.

The DC also suggested measures to improve the monitoring process with photographic records wherein more responsibility would be given to the administrative officers and PRI members.

District Planning Officer, Same Timba, through a power point presentation, informed about the Monitoring Committees set up at different levels to monitor the centrally sponsored schemes under ACA, SPA, NEC, NLCPR, RIDF, PM Package and BADP.

ZPM Rocky Mothu stressed that as the schemes being implemented were for the benefit of the masses, they should be done properly to really benefit the people. DIPRO

Take remedial measures to stop crime

Dear Editor,

After witnessing horrifying incidents of robbery, kidnapping, extortion & trafficking of girls, I observe that after every incident the police and administration wakes up, there is intensification of checking and blame game. No one thinks of precautionary steps to be taken before the incident take place. But finally it’s the duty of Law enforcers to safeguard the Society.

As a common citizen, I suggest few remedies to check the crime rate in state.

The govt should install surveillance camera at every vital points and markets 24 x 7.

The Government of Arunachal Pradesh should extend more financial sanction  for modernization of Police Department.

The police must check every vehicle even if it belongs to a VIP. The outgoing & incoming vehicle like truck, sumo and cars should be completely checked and documents verified stringently at every Inner Line Permit Gate. There should be monthly Checking of Inner Line Permit in Sectors and Colonies.

Digitizations of documents are also necessary to avoid forgery.

More importantly, there should be co-operation of the Civil Society to stop habitual criminals from further crime and they should not bail out criminals easily.

It’s high time the Government and Law Enforcement act pro-active to tackle crime and criminals. If the above remedies are implemented, surely the crime level will decrease and Arunachal will be a better place to live.

Hike the salary and regularise traffic wardens

Dear Editor,

Through the columns of your esteemed daily, I would like to express my view and sympathy towards the very sorry conditions of the hard working and dutiful Traffic Wardens of Itanagar and Naharlagun.

As a regular user of these roads, I see and feel their hard duties and I value them. Whenever I pass by any busy traffic points of Itangar and Naharlagun, I always see them regulating the busy traffic. They do tough duties for our convenience and safety.

Sun or rain, they are found standing in the middle of the busy road regulating the traffic.

But to my utter surprise, I came to know that they are paid so little by the concerned department and they are on contractual basis.

Even though they have been crying for the hike in their daily wages and regularization, the state government is yet to take the necessary step.

I feel safe and convenient when they regulate the traffic, but when they are not there, we feel the fear of accidents, and the biggest problem is the unnecessary traffic jams, due to which sometimes our important works get delayed, students reach their schools and colleges late and medical patients miss appointments and the aspiring candidates miss interviews.

State government should pay enough attention toward the genuine demand for regularization and hike in their wages.

Like us, they also have family, wife, children and relatives. How can they take care of their family, send their children to school with such a meagre amount?

Traffic problems are increasing day by day; accidents occur frequently due to the increasing number of vehicles and the appalling road conditions in the capital complex.

But, in spite of understanding the needs of the public and the sorry conditions of the traffic wardens, the government has so far not looked into the needs of both. They are failing in fulfilling the promises they made during elections. They forgot their responsibilities towards the people and society. They forgot that they have been elected by the people to fulfil their needs.

They do not even have sympathy for such dutiful, helpful and dedicated traffic wardens.

Therefore, through this reputed daily, I would like to request the concerned department and the state government to look into the problems of the traffic wardens and hike their daily wages and regularize their job so that they can feed their family and send their children to school; and perform their duties better.

A great salute to the dedicated and helpful Traffic Wardens.

Make Arunachal crime free state

Dear Editor,

Through the column of your esteemed daily, I would like to highlight the menace of increasing crime rate in our state.

Arunachal Pradesh was known as the land of rising sun and crime free having beautiful mountains, rivers, trees, birds. Though there are many tribes with different lifestyle and tradition, they lived peacefully and led an innocent life earlier.

However times have changed. The land of rising sun is now witnessing increasing crimes day by day. It is difficult to live freely in our own state.

Kidnap, murder, rape and loot has become common phenomena in the state.

Innocent people bear the brunt of weak law and order mechanism. Such incidents are creating fear psychosis among the denizens of the state.

The recent report of the crimes in the state; such as the brutal rape and murder of 35 year old woman at Garu Village in West Siang district, kidnapping and murder of the Businessman K.P. Chako and broad day light robbery inside the RGU campus speaks volume of the inner turmoil in the state. The series of incident shows that Arunachal Pradesh is no longer a peaceful state. The land of rising sun is leading to become the land of rising crimes.

Therefore, I request the Home Minister to look into the matter seriously and take initiative to stop crimes in future and make Arunachal Pradesh clean and crime-free state.

Make use of office space

I want to draw the kind attention towards the delay in the construction of Tagin cultural Society office at Daporijo.

The land has already been donated by the government, but so far no construction work has been initiated.  

Who is responsible for this?

It has become dumping ground and playground for the pigs and other animals.

I hope new executive members of Tagin Cultural Society will take up the matter seriously and build Tagin Cultural Society office complex as early as possible.

IR will have to take tough decision

Indian railways under the leadership of minister D V Sadananda Gowda is striving hard to modernize. As part of the process railways is planning to introduce bullet train and has already started trial run for semi-high speed train. Railway is also planning to involve public-private partnership mode so that more cash is injected to rejuvenate the ailing transportation system. While Modi government seems serious in their efforts, the challenge for railway minister would be to raise resources for a modernization project.

Two years ago a group under Sam Pitroda, appointed by railways, showed that modernizing is doable in a span of a few years. It requires a sharp focus on how less than half of existing tracks bear about 80% of traffic. This modernization project would encompass tracks, bridges and signals, thereby simultaneously improving safety standards. To raise resources railways will have to take some tough decision. Gowda will have to forcefully communicate to his ministerial colleague and people of India in general that the prevailing tendency to use railways' profit from freight to provide passengers' subsidies does not eventually help society. In an indirect way, this actually prevents the creation of jobs. He is banking on FDI to create infrastructure for railways. This makes sense but unless the organisation manages its finances better and takes hard-headed decisions on modernization, it is unlikely to attract money from outside.
