DM takes note of carrying gun inside Govt. offices, issues order

ITANAGAR, Sept 12: Though late, deputy commissioner capital complex has taken serious note of the report of individuals visiting government offices reportedly carrying fire arms openly inside the officer’s chamber. An order issued in this regard by DC read, “License arms are not necessary to be carried for visiting government offices and such open display of weapon by License holders amount to gross violation of condition of License for possessing of such weapons. And whereas, it is apprehended that unrestricted carrying of weapon in public place, open display in public/Govt. offices and thereby making deliberate attempt to influence any act under fear or favour in the public place is a criminal offence and likely to create breach of peace in public places.” The notice further read, “All the License holders including those who are carrying weapons within Itanagar Capital Complex against the licenses issued from other District / State if any shall produce their weapon for the purpose of verification to the nearest Police Station in Banderdewa/Nirjuli/Itanagar/Naharlagun within One month, failing which weapons shall be treated as illegal within the meaning of relevant provisions of Arms Act and Licenses shall be recommended for cancellation and weapon confiscated forthwith without further notice.”
Cases of citizen barging into government offices carrying arms is being reported from various govt. departments of the capital complex. The individuals brings gun inside the offices in order to intimidate the officials. Most of the case goes unreported as government officials out of fear don’t report the matter to the police. However such incident has increased in recent days making it extremely uncomfortable for the government officers to carry out their routine work.
This daily spoke to few government officials who shared their ordeal on condition of anonymity. “Few months ago, some youths claiming to be the member of a ‘group’ came to my office to seek supply order. I told them that at present there is no such work available and that they may come back in future to pursue the matter. At that moment one of the visiting members took out his revolver and placed it on the table. He started threatening me of dire consequence,” shared a senior official. He further added, “What is most scary is that the boy does not seem to have any fear for law and was boasting that no one can harm him in Arunachal. Somehow we solved the matter.”
Home Minister Tanga Byaling recently urged the citizens to inform police if they receive any kind of extortion calls or witness criminal activities. But sadly it is noticed that police also fails to take prompt action in such situation. “Unfortunately sometimes when such matter is reported to the police, instead of initiating action, they urge us to solve the issues mutually outside the purview of law. Such act not only demoralizes the victim but also encourages the criminals to carry on with their unlawful activities,” said another official.

State Level Review Meeting on RD Programmes’
ITANAGAR, Sept 12: Emphasizing the importance of Integrated Watershed Management Programme (IWMP) and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in creating livelihood avenues in rural areas, particularly for people below poverty line, Chief Minister Nabam Tuki urged the District Rural Development Agency (DRDA) officials to avoid duplicity while selecting beneficiaries as well implementing the schemes.

ITANAGAR, Sept 12: Education Minister Tapang Taloh today made a surprise visit to Govt. Upper Primary school, Borum only to find the school closed. The Minister arrived at the school campus around 12.25 pm but found the school closed and not a single teacher or student could be seen at the campus whereas, it was the peak time for classes.

The school is located on the road side between Naharlagun and Yupia but the performance of school seems to be not satisfactory because of the irregularity of teachers. This is the second time that the teaching staff posted in the said school has shown irregularity. In the earlier occasion also the same irregularity was found when Bamang Felix, Parliamentary Secretary (Education, IPR) paid a surprise visit to this institution.

The matter was also brought to the notice of the Deputy Commissioners of Papum Pare and the Capital complex. They were asked to conduct frequent surprise visits or deploy other administrative officers to the schools for the purpose. He also directed to constitute a three member Committee to enquire into the absence of the teachers of the said school and putting signature before their actual time of departure.
The Minister was deeply concerned about such act of the teacher and wondered how they would be able to mould and guide the future of the nation when they themselves are resorting to such demeaning and unpardonable act.
Taloh also directed the DCs and DDSEs of all the districts to conduct similar surprise visits to the schools located in their jurisdiction and report back to him for further suitable action.

Addressing the students and teachers at the school premises, the minister emphasized the need of maintaining discipline and punctuality in their classes. He also advised the students to be hardworking and studious to achieve goal of life. Later, he interacted with the teachers of the school and advised them to discharge their duties effectively and sincerely with a motto to shape the future of the students.
“Teachers are not ordinary people; they are the key players to build a nation strong,” the minister said while pointing out the importance of teachers and their noble profession. Taloh also inspected some of the class rooms.
The teachers and the students of the school apprised the Minister for posting of senior teacher of Economics subject as the economic senior teacher has retired on 31st July 2014. They also demanded for posting of subject teachers of Social Science & English and construction of Assembly shed, separate toilets for girls and renovation of the old school building which was constructed during 1950s.

Empower PRI for effective implementation of CSP: BJP unit
ITANAGAR, Sept 12: Bharatiya Janata Party district unit of Dibang Valley today urged the chief secretary to include PRI leaders in implementing the Centrally Sponsored Programe(CSP) for effective and judicious results.
In a representation submitted to CS, the BJP district unit claimed that though centre has introduced BADP for infrastructural developments of the border districts in Arunachal, Dibang Valley district is yet to see the judicious implementation of central scheme. It further opined that coordination meeting is required before implementing any centrally sponsored programe in the district. It also stated that for successful conduction of such schemes, verification of completion of the project is essential to check fraudulent withdrawal of sanctioned amount.
‘No compensation for unauthorized structures’

The Govt had also issued notification dated February 17 for land acquisition for the Trans Arunachal Highway (TAH) in Lower Subansiri District from Bopi to Godak and the actual physical survey after due public notice had been conducted subsequently till August, 2014, the DC clarified and put to rest all apprehensions regarding pre 2009 structures and post 2009 structures.
Regarding submission of compensation claims to the government by the district administration, it is clarified that lot of paper work needs to be completed by using computer software to avoid subsequent legal issues. This process is very cumbersome and since the stretch of highway is one of the longest highway stretches in the whole of Arunachal Pradesh (150 km approx.) it will take a couple of months more. Actual acquisition of land shall be done only after paying reasonable compensation for the required land under Section 10 of the Jhum Land Regulation, 1947, the DC added.

New Delhi, Sept 12: Tourism Minister Pema Khandu today requested the Union Minister for UD M Venkaiah Naidu for setting up of at least “3 Smart Cities” in Arunachal Pradesh under Prime Minister’s visionary project of establishing 100 Smart Cities across the country.
While speaking at ‘Minister to Minister’ session of the National Conference of All UD Ministers and Secretaries of UD at Vigyan Bhavan, New Delhi, Pema expounded the need for special dispensation to Arunachal Pradesh in terms of population criteria as the density of population in Arunachal Pradesh was lowest in the country with just 17 persons per SqKm.
“On one side, the Govt. of India runs nationwide programme on population criteria while on the other hand, the flagship programme are directly proportionate to higher number of population” said Pema while emphatically requesting the Union Minister for UD for not depriving Arunachal Pradesh of this futuristic scheme of the Govt. of India merely on the grounds of low population as the State has already suffered substantial loss on population criteria.
Pema requested the Union UD Minister to depute international level consultants for making project report for Smart Cities in Arunachal Pradesh.
Taking advantage of the conference, the state Tourism minister also briefed the Union Minister on unfinished projects under JnNURM and requested for release of remaining fund before discontinuation of the Scheme by the Govt. of India.
The Union Minister for UD took note of the issues raised by Pema and assured him to take it up with the Prime Minister at the earliest.
The Conference was convened by the Union UD Ministry to discuss in detail the draft Concept Note of establishment of 100 smart cities in the country which was chaired by M. Venkaiah Naidu.

ACCI assured of visible action to improve law and order
ITANAGAR, Sept 12: Chief Minister Nabam Tuki and Home Minister Tanga Byaling today assured visible actions to improve the deteriorating law and order in the Capital Complex when a delegation of Arunachal Pradesh Chamber of Commerce & Industries (ACCI) called on the duo in the CM’s official bungalow this evening armed with a memorandum enlisting the grievances of the traders. After a patient, the duo expressed their deep shock at the tragic incident of murder of prominent trader K P Chacko and assured steps to be initiated soon to redress the grievances. Assuring that all the killers would be brought to book, the CM informed that discrete inquiry would be made as to why the police arrived late at Chacko’s residence, why the naka at Model village was lifted and investigation into all cases would be expedited.
The strength in all police stations is very less because of no recruitment during the last few years, the CM said, adding the police strength would be increased very soon.

Cannabis cultivation destroyed
ITANAGAR, Sept 12: Huge cannabis cultivation were destroyed in the hills near Chingi top, Brokpalinchin, Likphaphu, Ronthorjurpam and Ankaling of Kalaktang police station under West Kameng district from September 3 to 6 last.The cultivation covered 37 acres of land approx with its value at Rs 43, 12,500 as estimated by NCB officials.
This was a joint operation conducted at the initiative of SSB sector hq Tezpur with active participation of commandant 30th BN SSB Dirang, officials from Kalaktang district administration, NCB officials from Guwahati and local police. The people of the villages also cooperated in the destruction of the cannabis cultivation.
Report added that there are more cannabis cultivated fields near Boha and 700 chain.

Notification for polls will be issued on September 20 and last date for filing nomination is September 27 for all seats except Kandhamal for which the notification will be on September 19 and last date of nomination is September 26.
The applications will be scrutinised on September 29.

ITANAGAR, Sept 12: A delegation of Indian National Trade Union Congress (INTUC) state unit, a frontier wing of the Congress party today called on Home Minister Tanga Byaling, who is also the INTUC in charge, this morning at his office chamber here.
Urging not to use the contribution of the INTUC only during the election time, the INTUC secretary general Kenkar Yomcha stressed that while the entire labor force have been putting their tireless effort for the development of the state, their grievances should be addressed on due time.
Stating that ministers are not made only to concentrate on their respective constituencies, Yomcha said, “They must think for the overall development of the state through their assigned ministries. The ruling Congress government should pay due attention to the INTUC to bring desired growth of the state through a meaningful contribution of the labour force.” He also pleaded the INTUC in charge to recognize the role and contribution of the frontal organization of the Congress.
Due to inflation in market, the casual/contingency workers are unable to meet the daily needs, Yomcha said while advocating for timely release of wages of the working class. Apart from the wages, allowances like TA/DA and bonus should be released on time, he added.
Meanwhile, terming the INTUC as the backbone of the Congress party, Byaling assured to look into their demands at the earliest. All the ministers and the MLAs should give utmost attention to the grievances of the working class, the minister said while assuring to look into the demand for permanent appointment of those casual/contingency staff who have been serving in the departments as wiremen, linemen, meter reader, computer operator etc for the last ten to fifteen years.
Blood donation camp to mark Brotherhood day
PASIGHAT, Sept 12: In order to instill a sense of social responsibility in youths about the need of donating blood, Ignited Youth Forum (IYF) of Vivekananda Kendra Arun Jyoti, Pasighat with the technical supports of Pasighat General Hospital organized a Blood Donation camp in the JNC lower campus auditorium yesterday on the occasion of Universal Brotherhood Day. The day which commemorates the birth anniversary of Swami Vivekananda was observed with great splendor and grandeur.

DDSE East Kameng Kata Rangmo stressed on the goal to be achieved as facilitated by SSA scheme of the Govt.

Rangmo spoke on the need to control absenteeism and carelessness among teachers. He asked them to be disciplined and punctual towards their service or face ‘no work no pay’ policy as regulated by the Govt.

Upper Subansiri monitoring committee meeting held
DAPORIJO, Sept 12: A paradigm shift in our approach towards our work and thought process while preparing and implementing centrally sponsored schemes in the district is required for accelerated development. This was said by Upper Subansiri Deputy Commissioner while addressing the District Level Monitoring Committee (DLMC) meeting held here today.
The DC, who is also the chairman of DLMC said that monitoring is being done continuously right from the start of the project for proper implementation of the project and to avoid gap between the physical and financial achievement of a project.
The DC also suggested measures to improve the monitoring process with photographic records wherein more responsibility would be given to the administrative officers and PRI members.
District Planning Officer, Same Timba, through a power point presentation, informed about the Monitoring Committees set up at different levels to monitor the centrally sponsored schemes under ACA, SPA, NEC, NLCPR, RIDF, PM Package and BADP.

Take remedial measures to stop crime

After witnessing horrifying incidents of robbery, kidnapping, extortion & trafficking of girls, I observe that after every incident the police and administration wakes up, there is intensification of checking and blame game. No one thinks of precautionary steps to be taken before the incident take place. But finally it’s the duty of Law enforcers to safeguard the Society.
As a common citizen, I suggest few remedies to check the crime rate in state.
The govt should install surveillance camera at every vital points and markets 24 x 7.
The Government of Arunachal Pradesh should extend more financial sanction for modernization of Police Department.
The police must check every vehicle even if it belongs to a VIP. The outgoing & incoming vehicle like truck, sumo and cars should be completely checked and documents verified stringently at every Inner Line Permit Gate. There should be monthly Checking of Inner Line Permit in Sectors and Colonies.
Digitizations of documents are also necessary to avoid forgery.

Hike the salary and regularise traffic wardens
Dear Editor,
Through the columns of your esteemed daily, I would like to express my view and sympathy towards the very sorry conditions of the hard working and dutiful Traffic Wardens of Itanagar and Naharlagun.
As a regular user of these roads, I see and feel their hard duties and I value them. Whenever I pass by any busy traffic points of Itangar and Naharlagun, I always see them regulating the busy traffic. They do tough duties for our convenience and safety.
Sun or rain, they are found standing in the middle of the busy road regulating the traffic.
But to my utter surprise, I came to know that they are paid so little by the concerned department and they are on contractual basis.
Even though they have been crying for the hike in their daily wages and regularization, the state government is yet to take the necessary step.
I feel safe and convenient when they regulate the traffic, but when they are not there, we feel the fear of accidents, and the biggest problem is the unnecessary traffic jams, due to which sometimes our important works get delayed, students reach their schools and colleges late and medical patients miss appointments and the aspiring candidates miss interviews.
State government should pay enough attention toward the genuine demand for regularization and hike in their wages.
Like us, they also have family, wife, children and relatives. How can they take care of their family, send their children to school with such a meagre amount?
Traffic problems are increasing day by day; accidents occur frequently due to the increasing number of vehicles and the appalling road conditions in the capital complex.
But, in spite of understanding the needs of the public and the sorry conditions of the traffic wardens, the government has so far not looked into the needs of both. They are failing in fulfilling the promises they made during elections. They forgot their responsibilities towards the people and society. They forgot that they have been elected by the people to fulfil their needs.
They do not even have sympathy for such dutiful, helpful and dedicated traffic wardens.
Therefore, through this reputed daily, I would like to request the concerned department and the state government to look into the problems of the traffic wardens and hike their daily wages and regularize their job so that they can feed their family and send their children to school; and perform their duties better.

Make Arunachal crime free state
Dear Editor,
Through the column of your esteemed daily, I would like to highlight the menace of increasing crime rate in our state.
Arunachal Pradesh was known as the land of rising sun and crime free having beautiful mountains, rivers, trees, birds. Though there are many tribes with different lifestyle and tradition, they lived peacefully and led an innocent life earlier.
However times have changed. The land of rising sun is now witnessing increasing crimes day by day. It is difficult to live freely in our own state.
Kidnap, murder, rape and loot has become common phenomena in the state.
Innocent people bear the brunt of weak law and order mechanism. Such incidents are creating fear psychosis among the denizens of the state.
The recent report of the crimes in the state; such as the brutal rape and murder of 35 year old woman at Garu Village in West Siang district, kidnapping and murder of the Businessman K.P. Chako and broad day light robbery inside the RGU campus speaks volume of the inner turmoil in the state. The series of incident shows that Arunachal Pradesh is no longer a peaceful state. The land of rising sun is leading to become the land of rising crimes.
Therefore, I request the Home Minister to look into the matter seriously and take
initiative to stop crimes in future and make Arunachal Pradesh clean and crime-

I want to draw the kind attention towards the delay in the construction of Tagin cultural Society office at Daporijo.
The land has already been donated by the government, but so far no construction work has been initiated.
Who is responsible for this?
It has become dumping ground and playground for the pigs and other animals.
I hope new executive members of Tagin Cultural Society will take up the matter seriously and build Tagin Cultural Society office complex as early as possible.

is doable in a span of a few years. It requires a sharp focus on how less than half
of existing tracks bear about 80% of traffic. This modernization project would encompass
tracks, bridges and signals, thereby simultaneously improving safety standards. To
raise resources railways will have to take some tough decision. Gowda will have to
forcefully communicate to his ministerial colleague and people of India in general
that the prevailing tendency to use railways' profit from freight to provide passengers'
subsidies does not eventually help society. In an indirect way, this actually prevents
the creation of jobs. He is banking on FDI to create infrastructure for railways.
